  • B.S. obtained in 1999 (Biosystems Engineering), Auburn University, Auburn, AL
  • Licensed P.E. in Alabama, Georgia, North Carolina and South Carolina
  • Former Senior Environmental Engineer in the Air Division at the Alabama Department of Environmental Management (ADEM)
  • 10 years experience air permitting, compliance, inspections, and enforcement in the Air Division of ADEM
  • 8 years experience providing environmental consulting services to large industrial and commercial facilities
  • Extensive air permitting, compliance, and enforcement experience for industrial facilities

Ms. Scanlan has over 18 years of experience in multi-media environmental compliance including extensive air permitting and compliance for manufacturing facilities in multiple states.  Her air permitting and compliance experience has included both major (PSD, Major Nonattainment and Title V) and minor NSR permitting with New Source Performance Standards, MACT, NESHAP and Compliance Assurance Monitoring issues, control technology and regulatory applicability analyses, emissions calculations and permitting agency interactions  As an ADEM staff member, she conducted compliance inspections of industrial facilities, reviewed and replied to compliance reports of industrial facilities and initiated and prepared enforcement actions upon identification of regulatory non-compliance.

In addition, Ms. Scanlan has developed Stormwater Pollution Prevention and SPCC Plans and industrial stormwater permit applications.  She has also performed Phase I and II environmental site assessments, prepared NEPA checklists and collected groundwater samples associated with Underground Storage Tank (UST) remediation sites.
