Sandra L. Morse, President
B. S., 1965 (Biology), Madison
College, Harrisonburg,
VA; M. S., 1978 (Biology), Virginia Commonwealth University,
Richmond, VA.
Ms. Morse has over twenty-nine years experience in
environmental regulations and has been involved in a wide range of
environmental issues. Ms. Morse has managed the development of
complex NSR air permit applications including successful
negotiations of favorable terms, NOx RACT determinations,
and development of federal Title V permit applications. Operations have included
electric power generation, peaking power, semiconductor and
telecommunications, foundries, synthetic fibers, consumer products,
and academic institutions.
She also has excellent experience in waste management
requirements including audits, permitting, contingency planning,
training, and negotiation of compliance issues. Ms. Morse has managed and
conducted assessments/audits at a variety of multi-state commercial
and industrial facilities, including furniture manufacturing,
printing facilities, electrical equipment manufacturing, electrical
and natural gas power production, wastewater treatment operations,
glass container manufacturing, academic institutions, chemical
manufacturing, consumer products manufacturer, vehicle maintenance
facilities, and RCRA-permitted treatment/storage/disposal
operations. Ms. Morse
has developed and implemented training programs for hazardous
materials/waste handling, hazardous waste management, and hazardous
materials transportation.
She has assisted several clients with obtaining Virginia
Environmental Excellence Program certifications. She participated in the
development of a Virginia publication for small business that
addressed pollution prevention techniques in various industrial
operations. The project
was sponsored by the VMI Environmental Research Laboratory and the
Virginia Manufacturers' Association. She has successfully
completed the BSI 40-Hour ISO 14001 Lead Auditor Training and
published an article in the CRC Press journal Strategic
Environmental Management concerning environmental management
systems. She formerly
served as the Director of the VADEQ’s Division of Technical
Evaluation setting policy for air permitting, control systems and
air dispersion modeling guidelines. Prior to that position, she
was the Hazardous Waste Enforcement Chief responsible for policy,
initiation of administrative enforcement actions, working with the
Attorney General’s office in the negotiation of consent orders,
training staff, and assisting law enforcement in investigation of
illegal waste management activities. She is a current member and
former officer and Board member of the Old Dominion Chapter of the
Air & Waste Management Association. Ms. Morse is President and Managing Principal

Lori A. Bonds, P. E., Vice-President &
Secretary
B. S., 1990 (Mechanical Engineering), North
Carolina State University, Raleigh, NC; P.E. obtained 7/97. Ms.
Bonds has over fourteen years experience in environmental
engineering, including air permitting issues, Title V permitting,
development of Risk Management Plans, NPDES permitting, groundwater
monitoring plans and solid waste issues. Her background is
mechanical engineering and she has experience both as a consultant
and as an industry environmental representative. She worked for over
two years at a paper mill as the environmental engineer responsible
for compliance and permitting issues such as air permitting and
emissions tracking, RACT compliance, Title V, SARA reporting, solid
waste management and landfill issues, hazardous waste management,
and SPCC, storm water pollution prevention, and oil discharge
contingency plans. She is currently assisting the same paper mill
with its environmental issues on an adjunct basis. She was project
manager on a task to develop a comprehensive compliance monitoring
tool (Shield™) ensuring compliance with their Title V permit
conditions. The project also included a tool to assist with
compliance with groundwater monitoring requirements for an on-site
ash landfill. She has extensive experience with Integrated
Contingency Plans including spill prevention, emergency planning,
storm water pollution prevention, and secondary containment
certifications. She is a current member of the Society of American
Military Engineers (SAME). |
Kelly B. Bonds, P. E.,
Vice-President
B.A., 1989 (Chemistry), University of Virginia,
Charlottesville, VA; M.S., 1992 (Civil Engineering/Environmental),
University of Virginia; P. E. obtained 7/97. Mr. Bonds has
over seventeen years experience in environmental engineering,
including NSR, PSD and Title V permitting in the eastern
U.S., development of compliance strategies for
NESHAPs and NSPS, development of Risk Management Plans including
off-site consequence analyses, control technology analyses, and air
dispersion modeling. He was formerly with the Virginia DEQ air
modeling section as a colleague of the current chief modeler for the
Commonwealth. His extensive experience includes development of
many NSR permit applications for a variety of facilities, including
power production, manufacturing facilities, and major universities,
and the successful negotiation and acceptance by governmental
agencies of modeling protocols and results in cases involving
complex terrain and meteorological data issues. Mr. Bonds has
knowledge and experience in the development of NPDES and storm water
discharge permit applications, development of SPCC and other spill
plans, and evaluation of compliance with specific permit and water
quality regulatory requirements. Mr. Bonds has also conducted
groundwater and surface water modeling. He has a good working
knowledge of underground storage tank requirements, including
removal and closure, and has experience in interpreting above ground
tank requirements and evaluating compliance at specific sites.
Mr. Bonds has conducted environmental site assessments and
audits. Areas have included storage tank closure, lagoon
closure, NPDES and air permit considerations, SPCC plan revision,
stormwater discharge, and appropriate identification and disposal of
laboratory wastes. He has also conducted compliance audits at
several facilities. He has published an article in
Manufacturing Magazine (Virginias Edition) concerning Risk
Management Plans under 112 (r) of the Clean Air Act. He has
held responsible positions in environmental consulting and formerly
served with the VADEQ. He is a current member of the Air & Waste
Management Association. |
Kellie Boston, CIT
B.S, 1999 (Marine Science and Biology minor), Coastal
Carolina University. Mrs. Boston has 8 yearsof experience in
environmental programming, over 10 years of training experience, and
over 1 year of experience with the State of Florida’s Department of
Environmental Protection as an Environmental Specialist specializing
in Submerged Lands and Environmental Resource Permitting. From
this Mrs. Boston gained extensive experience in wetland delineation,
wetland and surface water ecology, and state and federal regulatory
issues. Mrs. Boston previously worked at Walt Disney World as
an Education Coordinator for the Living Seas at EPCOT where she
gained extensive training experience in development and
delivery. Ms. Boston has excellent experience in environmental
training and currently develops and manages the environmental
training for Aegis and for several clients, including: a major
consumer products manufacturer, municipalities, and government
facilities. She has been certified as a Certified
Instructional Technologist (CIT) by the National Environmental,
Safety, and Health Training Association (NESHTA) for six
years. Ms. Boston has developed curriculums for public
schools, general regulatory training, and site specific
instructions. Ms. Boston’s environmental experience includes
conducting environmental audits, assisting in the development of NSR
and Title V permit applications, providing regulatory support to
clients with the hazardous material regulations including Department
of Transportation (DOT) and Resource Conservation Recovery Act
(RCRA). Mrs. Boston is experienced in water quality issues and
development of SPCC, ODCP, SWPP and Integrated Plans for
governmental and industrial clients. Mrs. Boston has been
responsible for assisting clients in developing and implementing
Environmental Management System (EMS) programs. She serves as
a project manager for two military clients in air reporting
requirements, and multiple clients in plan development and training
programs.

Donna H. Bausch
B.S., 1997 (Chemistry) and M.S., 2004 (Environmental
Studies), Virginia Commonwealth University. Ms. Bausch has
seven years experience in environmental issues including work as a
graduate intern in the environmental compliance section of a large
Fortune 20 consumer products manufacturer. She assisted in streamlining
environmental data management, providing support for aboveground
storage tank requirements, analyzing and interpreting fumigant data,
analyzing and interpreting data to ensure compliance with the
facility’s NPDES permit, and conducting quality control
testing. Ms. Bausch has
experience with water quality issues, including laboratory
experience in conducting analyses of water samples for the Virginia
Division of Consolidated Laboratory Services, implementing
statistical analysis of pollutants as indicators of watershed
health, and assisting in screening municipal potable water samples
for contaminants. Ms. Bausch has assisted with the
development air permit applications, maintained air reporting
requirements for several clients, and has developed and conducted
environmental training.
She conducts environmental audits and develops SPCC, ODCP,
SWPP, Facility Response Plans (FRPs), Integrated Plans, Water
Conservation Plans and Risk Management Plans on an ongoing
basis. Ms. Bausch has
significant experience with water use and wastewater discharge
permitting and negotiation of associated compliance issues with
state and district agencies.
She also has excellent knowledge related to waste management
for industrial facilities, including: identification and
characterization of waste streams, maintaining reporting
requirements, development of waste contingency and reduction plans,
and development of site-specific training. She is currently a project
manager and is responsible for maintaining stormwater-, wastewater-,
waste-, air-, and oil-related requirements, conducting periodic
facility audits, assisting with EMS program issues and audits, and
responding to a variety of compliance issues for industrial
facilities in several states.

Terry Moore
B. S., 1977 (Physics), King College,
Bristol, TN. Mr. Moore has over twenty-nine years experience
in environmental regulations, working in the regulatory, consulting
and industry fields. He previously worked with the Virginia
DEQ’s air section in the South Central Regional Office (Lynchburg)
as an air inspector and permit writer. Mr. Moore evaluated a
variety of operations and developed numerous minor and major New
Source Review (NSR) permits. He was responsible for review of
several major NSR permits for power production facilities including
BACT analysis and working with the Virginia DEQ air dispersion
modeling staff regarding air quality impact analyses. He was
responsible for presenting the draft permits at public hearings and
before the State Air Pollution Control Board. While working
for an environmental consulting firm, he both developed and managed
the development of major and minor NSR air permits, federal Title V
Operating Permits, RACT determination and emission inventories for
different industries. Prior to joining Aegis he worked eleven
years in the foundry industry at both the plant and corporate
levels. This included the direct management of air, water and
waste (RCRA and on-site industrial landfill) programs at one plant;
and corporate oversight of environmental activities at sixteen
plants located in nine states, including the development and
implementation of a Environmental Management System, which achieved
ISO 14001 certification at all sixteen plants. Since joining
AEGIS in 2007 Mr. Moore has developed emission inventories and
assisted several clients with Title V Operating Permit renewal
applications including evaluation of potential MACT requirements and
development of Compliance Assurance Monitoring Plans. Mr.
Moore currently holds a class Virginia Class I II Waste Management
Facility Operator License. |
Russ Wood, P.E.
B.S., 1962 (Mechanical Engineering), Virginia Polytechnic
& State University;
M.C., 1966 (Commerce), University of Richmond;
P.E. obtained 1/68; Class 1 Wastewater Works Operator’s License,
1983; EPA Method 9 Visible Emissions Evaluation certification. Mr. Wood has over 36 years
experience in environmental affairs. He has extensive experience
in providing air quality support to power stations and project
engineers while employed 16 years by Dominion Generation where his
duties included the development of permit applications, compliance
plans, compliance audits, regulatory guidance, emission estimates,
feasibility studies and reports to Virginia DEQ, West Virginia DEP
and EPA. Mr. Wood has
over 24 years of chemical process and environmentally related
experience in the manufacturing of synthetic fibers. This experience was obtained
during his employment at Du Pont where he served as a facility air
and water environmental coordinator, lead waste treatment engineer,
lead plant engineer for multi-million dollar environmental and
energy projects and performed engineering assignments in
Nylon®, Nomex® and Teflon®
areas. Since joining
Aegis in September of 2002, his work has included development of NSR
and Title V air permit applications, control technology (BACT)
analyses, assistance with continuous emissions monitoring systems,
development of compliance assurance monitoring plans, applicability
of the Boiler MACT requirements for compliance planning, and
conducting Visible Emissions Evaluations. Projects have involved
industrial, commercial, major academic institutions, and large
governmental installations.

Jessica L. Schildroth
B.S, 2000 (Biochemistry; Mathematics minor), Virginia
Polytechnic & State University. Ms. Schildroth has
over 8 years of experience in environmental
programs. She has experience both working
within government agencies and as a consultant. Prior to joining
Aegis, she worked for the Virginia Department of
Health, where her duties included working with other
agencies to design water quality monitoring plans, developing and
maintaining databases and quality assurance documentation and plan
writing. Ms. Schildroth is experienced in developing and
tracking air emissions inventories and assisting in the development
of permit strategies and applications for minor NSR and Title V
permits. She has excellent knowledge and experience in
start-to-finish complex air dispersion modeling for compliance and
in support of PSD permit applications, including AERMOD and CALPUFF
modeling programs. Ms. Schildroth is experienced in water
quality issues and development of SPCC, ODCP, SWPP and Integrated
Plans for governmental and industrial clients. She has
experience conducting air dispersion modeling and control
determinations under the BART regulations. Ms. Schildroth also
has experience as lead developer on permit compliance
tracking tools (ShieldTM) for governmental and
industrial clients, utilizing Excel, Access, and VBA and SQL
programming languages to custom-tailor the monitoring
tool to the permit conditions. She has served as project
manager for minor New Source Review and PSD air permitting projects,
as well as for a project conducting statistical analysis of water
quality results. She is a current and active member of the Virginia
Water Monitoring Council (VWMC), and a current member of the Air
& Waste Management Association.

Benjamin A. Saunders
B.A., 2003 (Political Science),
Sewanee: The University of the South and M.S., 2007
(Environmental Studies), Virginia Commonwealth University. Mr.
Saunders has over four years experience in the environmental
field. He is a certified Pre-treatment Facility Inspector and
spent one year working for the City of Richmond Wastewater Treatment
Plant as an Environmental Technician II. He gained experience
performing industrial site audits, wastewater sampling, and
wastewater analysis. In addition, he reviewed permits and EMS
plans for compliance as well as maintaining a large wastewater
chemical analysis database. Mr. Saunders also worked for the
Chesterfield County Office of Water Quality as a GIS Watershed
Technician. While working for Chesterfield County he gained
extensive experience in environmental data management and
integration. He streamlined water quality and land use data into
user friendly GIS layers that are available to the public. He also
gained experience in perennial stream determinations, in situ water
quality testing, and public outreach. Mr. Saunders also has
experience with environmental economics related to ecosystem
services. Currently, he is working on air compliance issues
and permitting, environmental compliance tracking tools,
environmental training, and ODS compliance.

Meghann J. Slattery
B.S., 2007 (Environmental Science),
University of Mary Washington. Ms. Slattery has two years of
experience in the development of Environmental Management Systems,
which includes analysis of facility processes to determine
environmental impacts and development of methods to mitigate impact
through SOPs, repairs, and alternative process methods. She
developed general education tools and training packets and reviewed
and updated management policies used to establish Environmental
Management Systems. She has successfully completed the
Environmental Management System Implementation Institute run by
Virginia Tech’s Center for Organization & Technological
Advancement. Ms. Slattery has assisted in the review of
Emission Inventory Systems, the submittal of annual and biennial
hazardous waste reports for multiple states, and the completion of
storm water pollution prevention compliance evaluations. Ms.
Slattery has worked on Title V renewal applications, semi-annual
monitoring reports and the mapping the requirements of Title V Air
Permits to assist facilities in monitoring compliance.

Robert Wevodau, Jr.
B.S. 1966 (Chemical Engineering), Bucknell
University; M.S., 1968 (Meteorology) Rutgers University. Mr. Wevodau
has over 35 years experience in environmental affairs. He served as
an air quality expert in DuPont's Engineering Function from which he
retired with 30 years of service. He has extensive experience in
preparing and negotiating major and minor NSR permits for both PSD
and nonattainment area designations, developing and negotiating
Title V and state operating permits, conducting control technology
analyses (BACT, LAER, RACT, MACT) and air dispersion modeling
involving multiple emission points/sources in complex terrain, and
developing emission estimating methods and emission tracking
systems. Projects have involved interaction with regulatory
personnel at various EPA regional offices and in numerous states
including VA, WV, OH, PA, DE, NJ, NC, SC, and TN. Mr. Wevodau was
the leader of DuPont's TRI Task Group, charged with the
responsibility for estimating TRI releases and Form R preparation.
He has also taught overview courses on the Clean Air Act to over 200
DuPont employees, and assisted VADEQ and EPA Region III in training
over 500 people on TRI requirements. He is a past member of the VA
Air Board's Technical Advisory Committee.

Anita K. Clemmensen, CHMM
B. S., 1996 (Biology), Eastern Connecticut
State University; M. S., 1998 (Environmental Studies), Medical
University of South Carolina/University of Charleston. Ms.
Clemmensen has over eight years experience in environmental
regulation including air permitting, environmental site assessment,
risk assessment, and RCRA training. Ms. Clemmensen has assisted in
underground storage tank investigations, site contamination
assessments, and risk assessments for several remediation projects.
She has been involved in several air quality permitting projects and
is a key member of the team providing RCRA, SPCC, and air permit
training to a consumer products manufacturer. Ms. Clemmensen has
conducted compliance training in air permitting, SARA Title III
reporting requirements, USDOT hazardous materials transportation,
IATA and IMDG transportation, SPCC and SWPPP, and RCRA requirements
for a Fortune 500 company. Ms. Clemmensen has conducted several
environmental compliance audits and has completed ISO 14000:1996
