Lori A. Bonds, P.
E., President
B.
S., 1990 (Mechanical Engineering), North Carolina State
University, Raleigh, NC; P.E. obtained
7/97.
Ms. Bonds has over eighteen years experience as an
environmental consultant and industry environmental/project
engineer. Her extensive experience
includes air permit compliance and reporting, PSD and Title V air
permitting, environmental audits, landfill management, groundwater
monitoring plans, integrated spill plans and pollution prevention
plans, Virginia Pollution Abatement permits and storm water
issues. She worked as
the environmental engineer at a paper mill responsible for
compliance and permitting issues such as air permitting and
emissions tracking, RACT compliance, Title V application
development, EPCRA reporting, solid waste management and landfill
issues, hazardous waste management, and SPCC, storm water pollution
prevention, and oil discharge contingency plans. She has been assisting the
same paper mill with its environmental issues on an adjunct basis
since 2000. She was
project manager on a task to develop a comprehensive compliance
monitoring tool (Shield(R)) ensuring compliance with their Title V
permit conditions. She
has extensive experience with Integrated Contingency Plans including
spill prevention, emergency planning, storm water pollution
prevention, and secondary containment certifications. She is a current member of
the Association of Energy Engineers and holds the certification of
Energy Manager in Training.

Kelly B. Bonds, P. E.,
Vice-President
B.A., 1989 (Chemistry), University of Virginia, Charlottesville, VA; M.S., 1992 (Civil
Engineering/Environmental), University of Virginia; P. E. obtained
7/97. Mr. Bonds has
over nineteen years experience in environmental engineering,
including NSR, PSD, major nonattainment and Title V permitting in
the eastern U.S., development of compliance strategies for NESHAPs
and NSPS, development of Risk Management Plans including off-site
consequence analyses, control technology analyses, and air
dispersion modeling. He
was formerly with the Virginia DEQ air modeling section as a
colleague of the current chief modeler for the Commonwealth. His extensive experience
includes development of many NSR permit applications for a variety
of facilities, including power production, manufacturing facilities,
and major universities, and the successful negotiation and
acceptance by governmental agencies of modeling protocols and
results in cases involving complex terrain and meteorological data
issues. His extensive
air permitting experience includes the identification of federal,
state and local applicable requirements and development of BACT and
LAER analyses for many varying sources in multiple states. Mr. Bonds has conducted
environmental site assessments and audits. He has published an article
in Manufacturing Magazine (Virginias Edition) concerning
Risk Management Plans under 112 (r) of the Clean Air Act. He has recently co-authored
an article published in Ceramic Industry entitled
"Environmental Compliance in a Down Economy". He has held responsible
positions in environmental consulting and is a current member of the
Air & Waste Management Association.

Sandra L. Morse
B. S., 1965 (Biology),
Madison College, Harrisonburg, VA; M. S., 1978 (Biology), Virginia Commonwealth University, Richmond, VA.
Ms. Morse has over thirty years experience in
environmental regulations and has been involved in a wide range of
environmental issues. Ms. Morse has managed the development of
complex NSR air permit applications including successful
negotiations of favorable terms, NOx RACT determinations,
and development of federal Title V permit applications. Operations have included
electric power generation, peaking power, semiconductor and
telecommunications, foundries, synthetic fibers, consumer products,
and academic institutions.
She also has excellent experience in waste management
requirements including audits, permitting, contingency planning,
training, and negotiation of compliance issues. Ms. Morse has managed and
conducted assessments/audits at a variety of multi-state commercial
and industrial facilities, including furniture manufacturing,
printing facilities, electrical equipment manufacturing, electrical
and natural gas power production, wastewater treatment operations,
glass container manufacturing, academic institutions, chemical
manufacturing, consumer products manufacturer, vehicle maintenance
facilities, and RCRA-permitted TSDF operations. Ms. Morse has developed and
implemented training programs for hazardous materials/waste
handling, hazardous waste management, and hazardous materials
transportation. She has
assisted several clients with obtaining Virginia Environmental
Excellence Program certifications. She formerly served as the
Director of the VADEQ's Division of Technical Evaluation setting
policy for air permitting, control systems and air dispersion
modeling guidelines.
Prior to that position, she was the Hazardous Waste
Enforcement Chief responsible for policy, initiation of
administrative enforcement actions, working with the Attorney
General's office in the negotiation of consent orders, training
staff, and assisting law enforcement in investigation of illegal
waste management activities.
She is a current member and former officer and Board member
of the Old Dominion Chapter of the Air & Waste Management
Association. |
Terry Moore
B. S., 1977 (Physics), King College, Bristol, TN. Mr. Moore has thirty
years experience in environmental regulations, working in the
consulting, industry and regulatory fields. He has developed and managed
the development of major and minor NSR air permits, federal Title V
Operating Permits, RACT determination, emission inventories,
evaluated potential MACT requirements and development of Compliance
Assurance Monitoring Plans for different industries; developing
spill prevention pollution and storm water plans; performing
environmental compliance audits. His industry experience
includes over eleven years in the foundry industry, at both the
plant and corporate levels; and included the direct management of
air, water and waste (RCRA and on-site industrial landfill) programs
at one plant; and corporate oversight of environmental activities at
sixteen plants located in nine states, including environmental
compliance auditing, the development and implementation of a
Environmental Management System, which achieved ISO 14001
certification at all sixteen plants. He worked with the Virginia
DEQ's air section in the Blue Ridge (Lynchburg) Regional Office for
over 13 years, initially as an air inspector evaluating emissions
sources, reviewing emissions inventories and developing consent
orders; and later as a permit engineer evaluating a variety of
permit applications and developing numerous minor and major permits,
including NSR and PSD permits.

Jessica Schildroth, Shield(R) Program
Director
B.S., 2000 (Biochemistry; Mathematics
minor), Virginia Polytechnic & State University. Ms.
Schildroth has over 10 years of experience in environmental
programs. She has
experience both working within government agencies and as a
consultant. Prior to joining Aegis, she worked for the Virginia
Department of Health, where her duties included working
with other agencies to design water quality monitoring plans,
developing and maintaining databases and quality assurance
documentation and plan writing.
Ms. Schildroth is experienced in developing and tracking air
emissions inventories and assisting in the development of permit
strategies and applications for minor NSR and Title V permits.
She has excellent knowledge and experience in start-to-finish
complex air dispersion modeling for compliance and in support of PSD
permit applications, including AERMOD and CALPUFF modeling
programs. Ms. Schildroth is experienced in water quality
issues and development of SPCC, ODCP, SWPP and Integrated Plans for
governmental and industrial clients. She has experience
conducting air dispersion modeling and control determinations under
the BART regulations. Ms. Schildroth has led in the development of Aegis'
Sustainability services. Ms. Schildroth also has
experience as lead developer on permit compliance tracking
tools (ShieldR)
for governmental and industrial clients, utilizing Excel, Access,
and VBA and SQL programming languages to custom-tailor
the monitoring tool to the permit conditions. She serves
as Program Director for ShieldR
development, and serves as a project manager for multiple clients
for air permitting, reporting, and compliance. She is a current member of
the Virginia Water Monitoring Council (VWMC), and the Air &
Waste Management Association (AWMA). She has recently co-authored an article published
in Ceramic Industry entitled "Environmental Compliance in a
Down Economy".

Kellie Boston, CIT, Florida Branch Manager and
Training Director
B.S, 1999
(Marine Science and Biology minor), Coastal Carolina
University. Ms. Boston has 10 years of experience in
environmental program management and over 12 years of training
experience. She worked
with the State of Florida's
Department of Environmental Protection as an Environmental
Specialist focusing on Submerged Lands and Environmental
Resource Permitting. Ms. Boston's environmental
experience is multi-disciplinary in environmental programs including
but not limited to: Water, Waste, Air, Transportation, Environmental
Management Systems and Sustainability. She has been a primary
contact for a multi-year Navy contract regarding air compliance and
has provided services in
auditing, emissions inventories, reporting (quarterly,
semi-annually, and annually), ozone depleting source (ODS)
management, and training.
Her work experience has included conducting environmental
audits in multiple environmental realms, assisting in the
development of NSR and Title V permit applications, providing
regulatory support to clients with hazardous material regulations
including Department of Transportation (DOT), International Maritime
of Dangerous Goods (IMDG), International Air Transport Association
(IATA) and Resource Conservation Recovery Act (RCRA), development of
SPCC, ODCP, SWPPP and Integrated Plans for governmental and
industrial clients and assisting many clients with their compliance
needs. She has experience in wetland and surface water
ecology, water permitting and compliance, and state and federal
regulatory issues. Ms.
Boston has also been responsible for assisting in developing and
implementing Environmental Management System (EMS) programs for our
clients. She previously
worked at Walt Disney World as an Education Coordinator for The Seas
at EPCOT where she gained extensive training experience in
development and delivery. She has achieved certification as a
Certified Instructional Technologist (CIT) by the National
Environmental, Safety, and Health Training Association (NESHTA) for
eight years. Ms. Boston has developed curriculums for public
schools, general regulatory training, and site specific instructions
for clients and has developed interactive online training for
Aegis. Ms. Boston is also the Training Director for all of our
offices and develops and conducts training (over 40 different
classes) for our clients.
She is a member of Air & Waste Management Association
(A&WMA-Florida Section/Northeast Chapter), the National
Environmental, Safety, and Health Training Association (NESHTA), the
Dangerous Goods Trainers Association (DGTA), Manufacturers of
Florida, the First Coast Manufacturers Association (on the EHS
Committee for this association), and the Northeast Florida
Association of Environmental Professionals (NEFAEP). She was a
contributing writer to an article "Environmental Compliance in a
Down Economy" as published in the Dec. 2009 issue of Ceramic
Industry. |
Donna Bausch
B.S., 1997 (Chemistry) and
M.S., 2004 (Environmental Studies), Virginia
Commonwealth University.
Ms. Bausch holds a Masters in
Environmental Studies and has eight years of experience in
environmental issues.
She has assisted
with the development of air permit applications, maintained air
reporting requirements for numerous clients, and has developed and
conducted training in air permit requirements. She has significant
involvement with water quality issues, including conducting water
sample analyses, implementing statistical analysis of pollutants as
indicators of watershed health, and screening municipal potable
water samples for contaminants. She also has extensive knowledge
of water use and wastewater discharge permitting in several
states. Ms. Bausch
conducts multi-media environmental audits and develops SPCC, ODCP,
SWPP, Facility Response Plans (FRPs), Integrated Plans, Water
Conservation Plans and Risk Management Plans on an on-going
basis. She has
excellent knowledge of waste regulations and has assisted industrial
operations in multiple states with program development and site
specific training.
Ms.
Bausch has led in the development of Aegis' Sustainability and
Greenhouse Gas services.
She has spearheaded a process to survey multiple industrial
facilities for the collection of a corporate greenhouse gas
inventory for both state reporting and non-regulatory third party
requests. She is
currently a Project Manager for Aegis and has experience in
multi-media reporting and permitting requirements and assisting
facilities with their greenhouse gas and sustainability
needs. |
Jennifer Parrott
B.S., 2003
(Environmental Science), Juniata College, Huntingdon, PA
and M.S., 2005 (Environmental Pollution Control), Penn State University, University Park, PA. Ms. Parrott holds a Masters in Environmental Pollution
Control and has over five years of experience in environmental
programming.
Ms. Parrott recently worked for a local nonprofit
implementing water quality and conservation programs while
facilitating collaborative multi-sector partnerships. Ms. Parrott has
experience with water quality issues, including conducting water
sample analyses, TMDL development and implementation and watershed
planning.
Ms. Parrott also has experience conducting environmental
trainings and workshops.
Currently, Ms. Parrott assists with environmental trainings,
develops ODCP, SPCC, SWPP
Plans and assists with air permitting and compliance. |
Chris Lampel, EIT
B.S.,2010 (Civil
Engineering), North
Carolina State University, Raleigh, NC; EIT Certificate obtained May,
2010. Mr. Lampel is an
Engineer in Training with an educational background that includes
environmental studies in hydrology, sustainability, and
environmental permitting.
Mr. Lampel has experience in air compliance and permitting
including completing annual Emissions Inventory Statements,
Quarterly CEMs, and assisting in the development of Title V
permits. He has
experience in stormwater management, assisting in developing
stormwater solutions and SWPP plans. He has experience conducting
field surveys for air emissions inventories, ODS inventories, and
stormwater site inspections. |
Matthew Webb, EIT
B.S.,2010 (Biological and Agricultural Engineering with minors in
Environmental Science and Outdoor Leadership), North Carolina State University, Raleigh NC; EI obtained 12/09. Throughout
his studies Mr. Webb has gained experience working with university
storm water engineering research, federal environmental and
compliance services, an automotive and industrial textile
manufacturing plant, a civil engineering firm, and an environmental
testing laboratory. During these positions Mr. Webb has assisted
with research on the effects of urban land cover and use on
groundwater recharge and urban water quality as well as storm water
best management practices. He has also reviewed sanitary survey,
backflow prevention, risk assessment, and storm water pollution
prevention plans, performed QA/QC of environmental liabilities,
assisted with EMS audits and
surveys, developed metrics to track environmental compliance, and
performed data interpretation and presentation for groundwater
remediation projects for several federal facilities. In addition, he
has led and supported industrial Kaizen and 5S programs as well as
QA/QC and Six Sigma studies. Mr. Webb also has experience performing
water quality tests in a laboratory and professional land
surveying. |
Robert Wevodau, Jr.
B.S. 1966 (Chemical Engineering), Bucknell
University; M.S., 1968 (Meteorology) Rutgers University. Mr. Wevodau
has over 35 years experience in environmental affairs. He served as
an air quality expert in DuPont's Engineering Function from which he
retired with 30 years of service. He has extensive experience in
preparing and negotiating major and minor NSR permits for both PSD
and nonattainment area designations, developing and negotiating
Title V and state operating permits, conducting control technology
analyses (BACT, LAER, RACT, MACT) and air dispersion modeling
involving multiple emission points/sources in complex terrain, and
developing emission estimating methods and emission tracking
systems. Projects have involved interaction with regulatory
personnel at various EPA regional offices and in numerous states
including VA, WV, OH, PA, DE, NJ, NC, SC, and TN. Mr. Wevodau was
the leader of DuPont's TRI Task Group, charged with the
responsibility for estimating TRI releases and Form R preparation.
He has also taught overview courses on the Clean Air Act to over 200
DuPont employees, and assisted VADEQ and EPA Region III in training
over 500 people on TRI requirements. He is a past member of the VA
Air Board's Technical Advisory Committee.

Russ Wood, P.E.
B.S.,1962
(Mechanical Engineering), Virginia Polytechnic & State University; M.C., 1966 (Commerce),
University of Richmond; P.E. obtained
1/68; Class 1 Wastewater Works Operator
License, 1983; EPA Method 9 Visible Emissions Evaluation
certification. Mr. Wood
has over 38 years experience in environmental affairs. He has extensive
experience in providing air quality support to power stations and
project engineers while employed 16
years by Dominion Generation where his duties included the
development of permit applications, compliance plans, compliance
audits, regulatory guidance, emission estimates, feasibility studies
and reports to Virginia DEQ, West Virginia DEP and EPA. Mr. Wood has over 24 years of chemical process and
environmentally related experience in the manufacturing of synthetic
fibers. This experience
was obtained during his employment at Du Pont where he served as a
facility air and water environmental coordinator, lead waste
treatment engineer, lead plant engineer for multi-million dollar
environmental and energy projects and performed engineering
assignments in NylonR,
NomexR and TeflonR
areas. Since
joining Aegis in September of 2002, his work has included
development of NSR and Title V air permit applications, control
technology (BACT) analyses, assistance with continuous emissions
monitoring systems, development of compliance assurance monitoring
plans, applicability of the Boiler MACT requirements for compliance
planning, oversight and coordination of source performance testing,
and conducting EPA Method 9 Visible Emissions Evaluations. Projects have involved
industrial, commercial, major academic institutions, and large
governmental
installations. |
Anita K. Clemmensen, CHMM
B. S., 1996 (Biology), Eastern Connecticut
State University; M. S., 1998 (Environmental Studies), Medical
University of South Carolina/University of Charleston. Ms.
Clemmensen has over eight years experience in environmental
regulation including air permitting, environmental site assessment,
risk assessment, and RCRA training. Ms. Clemmensen has assisted in
underground storage tank investigations, site contamination
assessments, and risk assessments for several remediation projects.
She has been involved in several air quality permitting projects and
is a key member of the team providing RCRA, SPCC, and air permit
training to a consumer products manufacturer. Ms. Clemmensen has
conducted compliance training in air permitting, SARA Title III
reporting requirements, USDOT hazardous materials transportation,
IATA and IMDG transportation, SPCC and SWPPP, and RCRA requirements
for a Fortune 500 company. Ms. Clemmensen has conducted several
environmental compliance audits and has completed ISO 14000:1996
